Country’s first subsonic cruise missile Nirbhay (Fearless) is all set to
be tested for its full range of 1,000 km on Tuesday from Chandipur,
Odisha. </div>

Defence Research and Development Organisation (DRDO) technologists said
on Sunday preparations were in full swing for the launch of the
two-stage surface-to-surface missile that uses a turbo-jet engine. The
Aeronautical Development Establishment (ADE), a DRDO facility in
Bangalore, has designed Nirbhay — a derivative of pilotless target
aircraft Lakshya. The Research Centre, Imarat, Hyderabad, has developed
Nirbhay’s crucial avionics while other DRDO laboratories have played
their part in developing it. </div>

Nirbhay, which looks like an aircraft, can drop warheads. It can be
remotely controlled and brought back. In this mission, there are no
plans to recover it or use it to drop warheads.

Nirbhay takes off from a road mobile launcher after a booster engine
kicks the first stage. After the booster separates, the second stage,
which has a turbo-jet engine, cruises at an altitude of 500 metres to
one km. It will travel for a long time at a speed of 0.67 Mach. Aviation
kerosene is the fuel. </div>

“It will cruise in the atmosphere like an aircraft and it is capable of
travelling up to 1,000 km,” said a DRDO missile engineer. “The biggest
advantage with Nirbhay is that it can be launched from land, air and
sea. It is a potent system,” he noted. </div>

Nirbhay can fly over or around hills. It can fly at a very low altitude
and avoid detection. Hence it is called a “tree-top” missile. It is a
“loitering missile.” It can go around and around a target till it gets
an opportune moment to bomb it. The U.S. equivalent of Nirbhay is
Tomahawk. Pakistan has a cruise missile called Babur that has a range of
700 km. </div>

A DRDO official said Nirbhay was on a par with the best systems of its
class. It was a third variant of India’s missiles, the others being the
Agni series and the underwater-launched K-15/B05 missile. Nirbhay has
latest navigation and guidance technologies, which were better than
Pakistan’s cruise missile, he added. </div>

Hindustan Aeronautics Limited (HAL) has been awarded a contract by
the Indian Ministry of Defence (MoD) for delivery of new Cheetal
helicopters to the country's army.<br />
The Rs4.18bn ($77.2m) contract covers production and supply of 20 helicopters, as well as associated equipment to the army.<br />
Under
the contract, which represents the first Cheetal helicopter delivery
order for the service, HAL will also deliver training to pilots and
technical crew.<br />
Ordered for boosting the army's ability to conduct
high-altitude operations in areas such as Siachen, the aircraft are
being procured following persistent delays in acquiring new 197 light
utility helicopters (LUH).<br />
HAL has so far delivered nine out of the ten Cheetal helicopters ordered by the Indian Air Force (IAF) in 2006.Manufactured by HAL as a company funded programme, Cheetal is an
upgraded version of the Cheetah helicopter featuring more powerful
Turbomeca TM 333-2M2 turboshaft engines, which offer higher payload
capacity of 90kg at an altitude of 6km.<br />
Based on the Aerospatiale
SA 315B Lama, the lightweight, high-performance helicopter has been
designed primarily for conducting operations in hot and high conditions,
and can also be used for personnel transport, casualty evacuation,
surveillance, logistics air support, survey and rescue missions.<br />
Equipped
with a full authority digital engine control (FADEC) system for engine
control, the helicopter is fitted with an electronic backup control box
(EBCB) system that automatically takes over engine control in case of an
FADEC failure.<br />

Additional features include modern cockpit
instruments, such as electric-powered artificial horizon, directional
gyro, flight monitoring system, cockpit voice recorder, as well as a
master flasher warning system.<br />
Deliveries under the contract are scheduled to take place over the next four years.<br />

After a board meeting, Finmeccanica said it had postponed the approval of its full-year accounts from March 12 to a new meeting to be held no later than April 30, to "evaluate the impact of recent economic events on its balance sheet."<br />
<br />
Finmeccanica is at the centre of an Italian probe alleging that it paid bribes to win the 560 million euro ($750 million) contract awarded in 2010 to its Anglo-Italian helicopter unit AgustaWestland.<br />
<br />
An Indian delegation is in Italy to collect evidence relating to the probe, which escalated last week with the arrest of the then head of Finmeccanica, Giuseppe Orsi.<br />
<br />
The Italian investigation is putting pressure on the Indian government, already buffeted by a string of graft cases. It has also become a political issue in Italy ahead of parliamentary elections on February 24-25.<br />
<br />
Italian prosecutors accuse Orsi of paying bribes to intermediaries to secure the helicopter deal back in 2010, when he was head of AgustaWestland. According to the arrest warrant, the Indian tender was twisted to favor the Italian firm.<br />

India's Prime Minister Manmohan Singh said on Monday the government had nothing to hide.<br />
<br />
Orsi has denied any wrongdoing.<br />
<br />
Finmeccanica's executives met a senior Indian delegation in Italy on Thursday about the probe, and both sides said the talks were positive.<br />
<br />
"A very positive meeting for our side. The company has assured us it will provide all the papers to satisfy our concerns about the allegations ... in the shortest possible time," an Indian official with direct knowledge of the matter told Reuters.<br />
<br />
India's defense ministry has threatened to cancel the helicopter deal unless Finmeccanica can give assurances that no bribes were paid. Three AW101 helicopters, manufactured in Yeovil in the UK, have already been delivered to India.<br />
<br />
Italian financial newspaper MF said on Thursday the group would make a writedown on the Indian helicopters order.<br />
<br />
Finmeccanica, Italy's second-largest private sector employer, was not immediately available to comment on the report.<br />
<br />
The four-man Indian delegation, led by Indian Ministry of Defence Joint Secretary Shri Arun Kumar Bal and Central Bureau of Investigation official Mahipal Yadav, arrived in northern Italy earlier this week and has already met judge Luca Labianca, who signed off Orsi's arrest warrant.<br />
<br />
The Indian official said on Thursday the team would also meet a high-ranking official at Italy's Foreign Affairs Ministry in Rome on Thursday as well as Eugenio Fusco, the Italian prosecutor investigating the case, on Friday.<br />
<br />
Finmeccanica said in its statement its board had also discussed the sale of its Ansaldo Energia unit but no decision on this issue was taken.<br />
<br />
The group has put Ansaldo Energia up for sale as part of an asset disposal plan aimed at streamlining the company and avoiding credit rating downgrades, but the sale process has dragged on for months.<br />
<br />
Finmeccanica also named Daniele Romiti as the chief of its helicopter unit, replacing Bruno Spagnolini, who was arrested earlier in February with Finmeccanica's former CEO as part of the probe.<br />

In 1971, India intervened militarily on behalf of Bengalis in the civil war in East Pakistan, dividing the country in two and helping to create Bangladesh.In 2013, prospects of another civil war in Pakistan — this time one that pits radical Islamists against the secular but authoritarian military — have led once again to questions about what India would do. What would trigger Indian intervention, and who would India support?<br />
<br />
In the context of a civil war between Islamists and the army in Pakistan, it is hard to imagine Pakistani refugees streaming into India and triggering intervention as the Bengalis did in 1971. Muslim Pakistanis do not see India as a refuge, and Taliban fighters are likely to seek refuge in Afghanistan, especially if the United States leaves the region.<br />
<br />
A more selective spillover, such as the increased threat of terrorism, is possible. But a civil war inside Pakistan is more likely to train radical attention on Pakistan itself than on India.<br />
<br />
In fact, the real problem for India would be in Afghanistan. India has already staked a claim in the Afghan endgame, so if Islamists seek an alliance with an Afghan government favoured by India, New Delhi’s best option might be to side covertly with the Islamists against the Pakistani army. But this is unlikely, because for India to actually side with Islamists, US policy in Pakistan and Afghanistan would have to change dramatically.<br />
<a name='more'></a><br />
<br />
Conversely, for India to back the Pakistani army over the Islamists, Indian leaders would need to see a full and verifiable settlement of all bilateral disputes with India, including Kashmir, and/or the imminent fall of Pakistani nuclear weapons into the hands of Islamists.<br />
<br />
In the first case, a Kashmir resolution is not only unrealistic, but also likely to weaken the legitimacy of the Pakistani army itself, jeopardising the army’s prospects in the civil war. In the second case, Indian leaders would need to have independent (non-US/UK) intelligence, or alternatively see US action (such as a military raid on Pakistani nuclear facilities) that convinces them that nuclear weapons are about to pass into terrorist hands. Neither of those triggers is likely to exist in the near future.<br />
<br />
As it is, India and Pakistan have gone down to the nuclear edge four times — in 1986, 1990, 1999 and 2001–02. In each case, India responded in a manner that did not escalate the conflict. Any incursion into Pakistan was extremely limited. An Indian intervention in a civil war in Pakistan would be subject to the same limitations — at least so long as the Pakistani army maintains its integrity.<br />
<br />
Given the new US–India ties, the most important factor in determining the possibility and nature of Indian intervention in a possible Pakistani civil war is Washington. If the United States is able to get Kabul and Islamabad to work together against the Taliban, as it is trying to do now, then India is likely to continue its current policy or try to preserve some influence in Afghanistan, especially working with elements of the Northern Alliance.<br />
<br />
India and Afghanistan already have a strategic partnership agreement in place that creates the framework for their bilateral relationship to grow, but the degree of actual cooperation will depend on how Pakistan and the Taliban react. If Indian interests in Afghanistan come under attack, New Delhi might have to pull back. The Indian government has been quite clear about not sending troops to Afghanistan.<br />
<br />
If the United States shifts its policy to where it has to choose Kabul over Islamabad, in effect reviving the demand for an independent Pashtunistan, India is likely to be much more supportive of US and Afghan goals. The policy shift, however, carries the risk of a full-fledged proxy war with Pakistan in Afghanistan, but should not involve the prospect of a direct Indian intervention in Pakistan itself.<br />
<br />
India is not likely to initiate an intervention that causes the Pakistani state to fail. Bill Keller of the New York Times has described Pakistani president Asif Ail Zardari as overseeing ‘a ruinous kleptocracy that is spiraling deeper into economic crisis’. But in contrast to predictions of an unravelling nation, British journalist-scholar Anatol Lieven argues that the Pakistani state is likely to continue muddling through its many problems, unable to resolve them but equally predisposed against civil war and consequent state collapse. Lieven finds that the strong bonds of family, clan, tribe and the nature of South Asian Islam prevent modernist movements — propounded by the government or by the radicals — from taking control of the entire country.<br />
<br />
Lieven’s analysis is more persuasive than the widespread view that Pakistan is about to fail as a state. The formal institutions of the Pakistani state are surprisingly robust given the structural conditions in which they operate. Indian political leaders recognise Pakistan’s resilience. Given the bad choices in Pakistan, they would rather not have anything to do with it. If there is going to be a civil war, why not wait for the two sides to exhaust themselves before thinking about intervening? The 1971 war demonstrated India’s willingness to exploit conditions inside Pakistan, but to break from tradition requires strong, countervailing logic, and those elements do not yet exist. Given the current conditions and those in the foreseeable future, India is likely to sit out a Pakistani civil war while covertly coordinating policy with the United States.</div>

Indian police say they have arrested a man suspected of passing military secrets to arch-rival Pakistan.<br />

The man, an Indian citizen, was held in the western state of Rajasthan near the two countries' border.<br />

Police say he passed details of military exercises held last week to Pakistan's Inter-Services Intelligence.<br />
<br />
India and Pakistan frequently accuse each other of spying. The arrest comes after weeks of tension over the disputed territory of Kashmir.<br />
<br />
The alleged spy is accused of "passing information related to Indian defence installations and military activities", senior police officer DS Dinkar told AFP news agency.<br />
<br />
One report says his telephone calls to a relative in Pakistan, who it is alleged works for Pakistani intelligence, were intercepted.<br />
<br />
The man was arrested by army intelligence at his house in a village near the town of Pokhran on Sunday and is being questioned by security agencies.<br />
<br />
He appeared in court in Jaipur on Monday and was remanded in custody, police sources said.<br />

The submarine has been modernized in Severodvinsk shipyard Zvyozdochka. It was equipped with cruise missiles Club-S radar Porpoise and the refrigeration system has been modernized.<br />

The INS Sindhurakshak is the 5th submarine to be repaired and upgraded by the shipyard Zvyozdochka. The first, INS Sindhuvir, was handed over to the Indian Navy in 1999.<br />

India's delayed aircraft carrier INS Vikramaditya is to undergo trials this summer prior to its delivery to the Indian navy.<br />

Trials cannot commence before June as the port of Severodvinsk, at which the ship is moored, will be icebound until then, Russia's embassy in New Delhi said in a statement on its website.<br />
<br />
An Indian navy source separately confirmed that "delivery acceptance trials" will take place this summer, setting the stage for final delivery to the Indian navy.<br />
<br />
"On acceptance of the ship from the builder, it will be formally commissioned with the Indian tri-colour being hoisted on top of ship, after which it will start its journey towards India," said the embassy.<br />
<br />
"The navy intends to commission the ship in Russia and sail it back to India by October-November 2013. It is expected to join active service by December."<br />
<br />
The Vikrmaditya underwent 100 days of sea trials in 2012, culminating in successful flight trials involving RAC MiG-29K/KUB aircraft flown by Russian pilots in November.<br />

The ship's delivery, originally planned for December 2012, was delayed by a problem with its propulsion system that emerged shortly after the successful flight trials. This forced the ship back to port for remediation work.<br />

New Delhi ordered 12 single-seat MiG-29K and four twin-seat MiG-29KUB aircraft in 2004, the same year it ordered the warship, formerly the Soviet carrier Admiral Gorshkov. Disputes about costs delayed work on the vessel, but in March 2010, New Delhi and Moscow agreed on a $2.3 billion price tag for the ship. India also decided to obtain an additional 29 MiG-29Ks.<br />

“Kaveri engine as such will never come into LCA,” P S Subramanyam, Director of Aeronautical Development Agency (ADA), a DRDO
lab, which is the nodal agency for the design and development of LCA
with HAL as the principal partner, said here. Noting that LCA-Mark 1 and
Mark 2 will have engines from GE, he, however, said the LCA would
support Kaveri engine’s flight tests and demonstrations and
certification.<br />
“As and when there is support required by the Kaveri engine, LCA will
give support of its flying test facilities”, Subramanyam said. He
expected flying tests of Kaveri engine to lead to its fitting into
unmanned air systems. Subramanyam said Kaveri engine-fitted LCA would
not go into the Services. “In the production aircraft (LCA) going into
the Services, Kaveri engine will not be there.”<br />
<br />
Kaveri engine, originally intended to power the LCA, was taken up for
development by the Bangalore-based Gas Turbine Research Establishment
(GTRE) about two-and-half-decades ago, but the project has been dogged
by delays, with the DRDO lab not being fully able to overcome technical
challenges and development snags.<br />

Saraswat said unmanned air systems would see the integration of Kaveri
engine for different applications. Kaveri engine will be demonstrated on
board an Indian origin aircraft, added Saraswat, also Secretary in the

After a smooth countdown at 1.40 pm today, India's missile, named BO5, emerged effortlessly breaking the balmy waters of the Bay of Bengal. The missile was launched from an approximate depth of about 50 metres, simulating exactly the conditions as would prevail during an operational launch from India's indigenously made nuclear-powered submarine bINS Arihant. The missile whose name has been variously given as Sagarika or at times K-15 or even Dhanush has finally been christened as BO5 and is a medium-range ballistic missile.<br />

After emerging from the water, the missile followed a copy book track of its trajectory and hit its target about six minutes after launch in a very precise manner. The trajectory was tracked using several cameras and radars specially deputed for this launch.<br />

This is the fourteenth consecutively successful launch of this potent weapons system which has till now always been done in complete secrecy. This was the last developmental launch and now the weapons system is ready to be integrated with the Indian submarines, says AK Chakrabarty, the man who designed and perfected this naval missile system and is also the director of the Defence Research and Development Laboratory, Hyderabad. He spoke exclusively to NDTV on board the ship which controls the missile launch. This sophisticated technology has been mastered only by the USA, Russia, France and China. India has now joined this select club of five, and has now completed what is called the nuclear triad, which essentially gives India the capability to launch at will its nuclear weapons from air, land and sea.<br />

The indigenously made missile has been perfected after more than 15 years of development by the Defence Research and Development Organisation (DRDO). Mr Chakrabarty, who had tears of joy in his eyes, described the mission as "perfect and could not have been any better."<br />

A young team of about 200 DRDO scientists and personnel from the Navy and a flotilla of ships took part in today's mission. The NDTV team of Pallava Bagla and Alphonse Raj were the only journalists allowed to witness the launch live from the middle of the Bay of Bengal.</div>

Republic Day, nominally a national holiday celebrating the introduction of a constitution following independence, is traditionally a display of nationalistic fervor, capped by a massive procession showing off all the latest military hardware.<br />

The pride of place this year was taken by Agni-V, a new-generation missile capable of carrying nuclear warheads as far as China and central Russia, which has been developed at a cost of more than half a billion US dollars. Although the missile underwent a successful test launch in August last year, this was the first time it has been shown to the wider public.<br />

With a range of at least 5,500 km (with some experts claiming its true “classified” reach is actually 8,000 km) the project puts India in an elite club of nuclear superpowers with intercontinental capabilities. The only other countries with such weapons are the US, Russia, UK, France and China (Israel also produces long-range missiles, but does not officially possess nuclear weapons).The display was covered closely by Chinese media, which have previously reacted warily to India’s desire to develop a longer-range weapon.<br />

Meanwhile, tensions with neighboring Pakistan, with whom India has long had a simmering conflict over the disputed region of Kashmir, was ratcheted up by comments from new President Pranab Mukherjee.<br />

"We believe in peace on the border and are always ready to offer a hand in the hope of friendship… but this hand should not be taken for granted," warned Mukherjee in a speech that was televised twice on the eve and the day of the parade.<br />
<br />
The two countries agreed a tentative ceasefire last week after a spate of shootings, killing several border guards in recent months.<br />
<br />
Last year India invested nearly $50 billion into its armed forces – making it the world’s seventh biggest national defense spender.<br />

Other prominent display items included a scale model of INS Vikramaditya, a converted Soviet-era aircraft carrier that will enter into service later this year, and Arjun tanks, the mainstay of the country’s modern armed forces.<br />

Hindustan Aeronautics Ltd (HAL) chairman R K Tyagi told Express that Rudra will also be available for customer demonstration flights during the show. "Rudra will definitely add more teeth to Indian Army and we will roll out more production units to the squadron," he said.<br />

Express had earlier reported that around 70 Rudras will fly out of HAL to meet Army's initial requirements.<br />
<br />
"In addition to the redundant flight critical systems, IR suppressor, armour panels, crashworthy features and self-sealing fuel tanks enhance the survivability of the helicopter in the battlefield environment," Tyagi said.<br />
<br />
Rudra can carry a mix of weapons providing it with capability to search and destroy any target. Systems like electro-optic pod, helmet-mounted sight and fixed sight facilitating firing of the onboard weapons (20 mm turret gun, 70mm rockets and Air-to-Air missiles), makes it an unforgiving machine.<br />

He said Rudra's rigid rotors have extremely high agility and manoeuvrability. With its high-powered engine, the chopper can undertake missions up to altitudes of six km. "With such capabilities, Rudra is unmatched in the world, in its class," claims Tyagi.<br />

He confirmed that HAL has plans to integrate additional new systems on Rudra, including infra-red jammer, data link, obstacle avoidance system (for Army), wire cutter (for IAF) and NBC (Nuclear Biological and Chemical) sensors.<br />
<br />
When asked about ALH Dhruv's (earlier version of Rudra) export status, Tyagi said three more countries have shown interest in these choppers.<br />
<br />
Over 130 Dhruv helicopters are in operation now, with Indian Army flying 110 and 12 with Indian civil operators<br />
